Chociaż większość głosujących posłów do Parlamentu Europejskiego (PE) faktycznie sprzeciwiła się temu rozporządzeniu (314 głosów przeciw, 276 za, 17 wstrzymało się od głosu), wniosek o jego odrzucenie nie uzyskał wymaganej bezwzględnej większości 361 głosów.
